Euro (10) — No Magic Upper Limit for Deficits, The State of the Economy Matters

Bill Mitchell explains the unwisdom of the Eurozone's design, which tends to force member countries to engage in procyclical policies that — instead of averting crises — reinforce their downward trend. He explains that an economy can only recover when spending is increased, not when it is decreased ("austerity"). Demands for procylical austerity are of an ideological nature, they are not backed up by sound economics.

Bill Mitchell äußerst sich zur unklugen Konstruktionsweise der Eurozone, die ihre Mitgliedsstaaten dazu zwingt, prozyklische Wirtschaftspolitik zu betreiben, die, statt Krisen abzuwenden, diese verstärkt. Er führt aus, dass die Wirtschaft sich nur dann erholen kann, wenn die Ausgaben steigen, nicht wenn sie fallen (wie dies von der Austeritätspolitik der EU behauptet wird). Prozyklische Austerität widerspricht den Erkenntnissen seriöser Wirtschaftstheorie und stellt vielmehr ideologisches Wunschdenken dar.

The purpose of fiscal policy [i. e. government spending and taxation] is not to generate a surplus or a balance or a deficit of 1 % of GDP [but] to ensure that there is enough spending in the economy to create full employment and prosperity and allow the non-government sectors savings desires to be realised.

Cutting government spending at a time when non-government spending is falling is the height of irresponsibility.

Die Staatsausgaben herunterzufahren zu einem Zeitpunkt, zu dem nichtstaatliche Ausgaben rückläufig sind, ist der Gipfel der Verantwortungslosigkeit.

Welchen Umfang (z. B. 1 %, 3 %  oder 6 %) ein Überschuss oder ein Defizit des Staatshaushalts ausweist, ist per se eine Information, die sich nicht bewerten lässt. Dazu benötigt man Informationen zum Kontext, d. h. zur Lage, in der sich die Wirtschaft befindet.

Was wichtig ist, sind nicht spezifische Zahlenwerte, wie etwa das im Maastrichter Vertrag die widersinnigerweise in Stein gemeißelte Obergrenze für das Haushaltsdefizit der Mitgliedsstaaten von 3 % des BIP. Wichtig ist die Verfassung der Wirtschaft, der Punkt, an dem sie sich im Konjunkturzyklus befindet.

Es ist nicht der Staat, der den Konjunkturverlauf letztendlich bestimmt (auch wenn die Wirtschaftspolitik Einfluss auf diesen ausüben kann), sondern das Ausgabe- und Sparverhalten des nichtstaatlichen Sektors. Denn falls der nichtstaatliche Sektor sein Einkommen verstärkt in Ersparnisse umwandelt, dann ist es unumgänglich für den Staat, sein Haushaltsdefizit zu erhöhen, da sonst die Wirtschaft unweigerlich von einer Rezession erfasst werden wird.

Geringere Ausgaben des Privatsektors bedeuten, dass weniger gekauft wird, die Lagerbestände der Firmen nehmen zu, ihre Einnahmen fallen, die Geschäftsaussichten verdunkeln sich, sodass sie die Produktion herunterfahren und Mitarbeiter entlassen, mit der Folge, dass nun noch weniger ausgegeben wird und eine konjunkturelle Abwärtsspirale in Gang kommt.

Wenn in dieser Situation, der Staat darauf verzichtet, seine Ausgaben und damit gegebenenfalls das Haushaltsdefizit zu erhöhen, wird das Haushaltsdefizit ohnehin steigen müssen (allerdings ohne den erfreulichen Effekt, die Wirtschaft wieder anzukurbeln). Denn wenn die Einnahmen der Unternehmen sinken und die Arbeitslosigkeit steigt, fallen die Steuereinnahmen des Staats, während seine Sozialausgaben zunehmen.

Es sind, wie gesagt, nicht spezifische Zahlenwerte maßgeblich oder eine (philosophische/ideologische) Präferenz für Defizit, Überschuss oder einen ausgeglichenen Saldo des Staatshaushalts, sondern die Frage, wie viele Menschen arbeitslos sind und wie leistungsstark die Wirtschaft ist. In einer überhitzten Konjunkturphase kann es angemessen sein, einen Haushaltsüberschuss zu erzwingen und damit Kaufkraft aus dem nichtstaatlichen Sektor abzuzweigen. 

Euro (9) — Creating Credit- and Default Risk Where Non Existed Before, Thereby Stunting Fiscal Capacity

In joining the Maastricht treatise, formerly fiscally sovereign countries have saddled themselves with credit- and default risk that they did not carry before and accepted a significant stunting of their fiscal capacity, i. e. their ability to run countercyclical fiscal policies to counteract and avoid economic downturns, adjusting the budget to keep the economy balanced at the level of full employment.

The question put to Bill Mitchell is whether the Spanish government, being a member state of the Eurozone, is in a position to increase the public debt to reduce unemployment, i. e. pursue socially responsible, countercyclical strategies of public finance. His answer:

Let us be absolutely clear:

1. The private bond markets have no power to stop a currency-issuing government spending.

2. The private bond markets have no power to stop a currency-issuing government running deficits.

3. The private bond markets have no power to set interest rates (yields) if the central bank chooses otherwise.

4. AAA credit ratings are meaningless for a sovereign government – they can never run out of money and can set whatever terms they want if they choose to issue bonds.

4. Sovereign governments always rule over bond markets – full stop.

Matters are different when a currency-issuing government gives up its monetary sovereignty by replacing its own currency with a foreign currency. This is exactly what the EU-member states have done by joining the European Monetary Union ("the Euro").

That is they have created a situation whereby they have accepted detriment they were not exposed to before, as now they are liable

  • to be hindered to spend as they see fit,
  • to be hindered to expand the fiscal deficit as they see fit,
  • to lose the ability to determine the level of interest rates,
  • to lose the ability to issue enough currency to stay solvent under any conceivable economic conditions.
Now, the only institution that has the ability and may deign to intervene to avoid the insolvency of an EU-country and finance the deficit of a member state is a bureaucracy called European Central Bank (ECB). The economic fate of a country is removed from the processes of democratic control and shifted to technocrats clearly in the service of the neoliberal agenda of austerity.

By contrast, by exiting the Eurozone, what member states like

... Greece would get back would be its own central bank and its currency issuing capacity. It would then move from using a foreign currency and having to fund all its public spending via taxes and then borrowings (now bailouts) to a situation where it issued its own currency and became free of any financial constraints.

Its Euro-denominated debt would fall to zero.

Its capacity to spend would not be constrained by tax revenue and it would be in a position to pursue whatever growth strategies it thought suitable for its citizens and industry structure.

The Report seems to misunderstand that being in the Euro imposes constraints that would not persist if Greece was out of the Eurozone. That is the whole point of exiting – to restore currency sovereignty and create possibilities that are non-existent within the Euro.

Every Economy Is a Mixed Economy

I have replied to Nick in this thread, deploring what tends to get ignored or neglected in formalistic-stereotypal economics: the fact that economies are first and foremost social and political events:

The points you are making in your above comment are very important. One of the biggest dangers in development economics is compartmentalisation. Every country is an individual. Stereotyping is the beginning and the texture of ideology, and ideology is misrepresentation. Paying attention to details and specific circumstance is of the utmost significance in devising sensible policies. But somehow we humans feel attracted to ideal types and overly categorical dichotomies as between puristic conceptions of "free markets" and "socialism". Every economy is a mixed economy, with elements of a spontaneous nature and elements of political intervention. As you rightly argue "the political and institutional aspects" are at least as important as specific (types of, say industrial) policies, and I would suggest that without a good grasp of concrete politics and institutions one is bound to fail to understand the character and individuality of a country, i.e. the conditions for success and failure specific to it.

Der öko-industrielle Komplex am Werk. 

Der Umgang des politischen Konsumenten mit der Natur beschränkt sich größtenteils auf das Drehen politisch korrekter Gebetsmühlen. Sein  Umweltbewusstsein ist von schablonenverliebter Naivität, leichtgläubiger Oberflächlichkeit und unkritischem Nachbeten geprägt. Die Verwandlung eines komplexen Themenbereichs in ein ideologisch verzerrtes Arsenal unsachgemäß vereinfachender stereotyper Phasen ist das Werk des unsere Kultur maßgeblich bestimmenden öko-industriellen Komplexes (OINK), dem auch die EU-Kommission angehört.

So warf denn der OINK dem ökoverblödeten Volk kürzlich wieder eine markige Mär vor die Füße – unsere vermeintliche Schuld an der Vermüllung der Ozeane – und schon war damit der Zuspruch der Bevölkerung für eine Maßnahme gesichert, die sich die EU-Kommission, in diesem Fall, zu keinem anderen Zweck als zur eigenen Bereicherung ausgedacht hat.

Die Kommission braucht nicht zuletzt wegen des britischen Austritts mal wieder Geld. Und wie lässt sich das Geld am bequemsten beschaffen? Nun, ganz einfach: Die Kommission ruft: „Umweltkatastrophe, Ihr Leute! Hilfe! Wir müssen dringend handeln ...“ – und eine der EU-Kommission zufließende Steuer ins Leben rufen.

Frank Schäffler, Mitglied des Bundestags schreibt dazu:

EU-Vizekommissionspräsident Jyrki Katainen schlägt daher für die Kommission vor, zehn Einwegprodukte zu verbieten, die seiner Aussage nach 70 Prozent alle Abfälle im Meer verursachten. Ob das den Fischen im Pazifik oder Indischen Ozean hilft? EU-Kommissar Oettinger will erreichen, dass die EU-Länder, die nicht eine Recyclingquote von mindestens 80 Prozent erreichen, für jedes Kilo eines nicht wiederverwerteten Kunststoffs 80 Cent an die EU zahlen müssen. Ein Trinkhalm müsse ja nicht aus Plastik sein, so der Schwabe. Oettinger erhofft sich rund 4 bis 8 Milliarden Euro zusätzliche Einnahmen der EU. Damit hätte er als zuständiger Haushaltskommissar einen Großteil seiner Haushaltsprobleme gelöst. Doch bei all dieser fiskalischen Akribie ist es schon notwendig, den Vorschlag insgesamt einmal zu bewerten.

Unter den 10 größten Verschmutzern der Ozeane mit Plastikmüll ist kein einziges Land der EU. Auf Platz 1 steht China, gefolgt von Indonesien, den Philippinen und Vietnam. Dass heimischer Plastikmüll über die Werra, Weser und die Nordsee in den Atlantik gespült wird, ist eher unwahrscheinlich. Und dass Plastikmüll aus Österreich über die Donau, das Schwarze Meer und das Mittelmeer in den Atlantik gelangt ebenfalls. Noch unwahrscheinlicher ist es, wenn ein Luxemburger seinen Plastikmüll einfach in die Landschaft schmeißt, dass dieser im Ozean landet.

Ist die Müllentsorgung überhaupt eine Aufgabe der EU? Es wäre vielleicht der Fall, wenn Müll aus einem Land in ein anderes Land der EU gekippt würde. Das Problem scheint nicht zu existieren. In Deutschland herrscht ein sehr ausgeklügeltes System der Mülltrennung – vom Dosenpfand bis zum Grünen Punkt ist alles geregelt. Über den Sinn und Unsinn der Trennung in Deutschland in zahlreiche Müllfraktionen macht man sich auf der ganzen Welt lustig. Aber so sind wir halt. Die Wiederverwertungsquoten sind hoch und die thermischen Verbrennungsanlagen entsprechen dem Stand der Technik. Gibt es überhaupt einen Handlungsbedarf? Auf nationaler und insbesondere auf europäischer Ebene sicherlich nicht.

Under the aegis of the green rabble-rousers, the level of ecological literacy has been massively debased in Germany. For most people environmental concern is not brought into their life by personal stewardship of nature and meticulous personal study but by doctrinaire stereotypes that the media are incessantly bombarding everyone with. Ecological literacy and scientific correctness are replaced by fairy tales of apocalyptic horror and a liturgy of political correctness. The population has been conditioned to linger in a permanent standby mode, ever ready to explode into shock and indignation at the flimsiest insinuation of some damage yet again being done to nature. 

To be ecoconscious is to deeply believe that nature is permanently tormented and destroyed by man. To be ecoconscious does no longer mean to carefully acquaint oneself with nature. To be ecoconscious is to live in a state of pent-up hysteria ever ready to burst out. 

The masses being conditioned in that way, ecological stereotypes are a perfect means for politicians to elicit popular agreement with their agendas. The political consumer is literally waiting to be incensed by tall stories of ecological horror. 

To be ecoconscious today amounts to being a Pavlovian dog ready to salivate at the sound of green bells unfailingly signalling perdition.

Recently the cash-strapped EU-comission has found a way to invent a tax whose proceeds are destined to line its coffers. The trick it is using is to claim that Europe is responsible for the pollution of the oceans with plastic items, and a tax is urgently needed to curb this European crime. Of course, the people are duly enthused with the prospect of yet another heroic act of saving the world, while the commission is getting copiously rewarded for having pitched a false but popular tale.

To all intents and purposes, Europe has nothing to do with the pollution of the oceans with plastic items; we have learned to avoid such pollution a long time ago. 

But the truth does not matter as long as the people are offered the fairy tale they are craving to hear. Germans will even let the green masters take their diesel cars away from them, and while some among them might actually have the audacity not to like it, their only concern is to be obedient and find the best way of complying with the ban, rather than protesting against the fraudulent nature of the law which is based on pure fabrication. Before long, their subconscience is telling them, man being an incessant perpetrator of ecological desasters, why, at the end of the day, there must be something to the diesel-story.

Planning Dependability (Planungssicherheit)

This question has been put to me recently:

Can we plan the fate of an economy and ensure the plan will be dependable?

My answer: no, we cannot.

But there are judicious choices that are likely to facilitate the desired broad success. I offer examples of this in these posts on 



To the extent that dependable planning (Planungssicherheit) may be approximated by policies that facilitate the success of an economy within broad corridors,  Planungssicherheit is severely counteracted by policy bundles like the Energiewende and the Euro-based monetary union in Europe, the former messing up the reliability and efficiency of energy production by unwisely giving precedence to intermittent energy sources (wind and solar), the latter aggravating economic downturns by imposing procyclical behaviour upon member state governments (more on this here).

Folklorisation of the Public Discourse

The EU ban on plastic items (see also (1) Waste) is a good example of the problems created by folklorising the public debabte (more on this below).

Plastic item in the oceans - not good. Hence, ban plastic items. World improved. Defeated: Bad humans killing nature. Feel good about it. Folkloristic reasoning helps ignore important steps in analysing and practically tackling the issue sensibly. How large is the problem? Where does it occur to a problematic extent? Europeans are inconvenienced, restricted in their consumption options and made to pay for redundant efforts when in fact they have already solved the problem, making negligible contributions to oceanic plastics pollution. But the folkloristic narrative in which the issue is couched ensures that ecological problems are perceived as far larger and more dangerous than they really are.

Given the amount of evidence clearly calling into question the theory of anthropogenic global warming, it is astounding that governments lend credence solely to this apocalyptic narrative. 

This implies a bias toward insufficient, shady or even fraudulent evidence. This in itself is alarming, for it suggests that governments use their exceptional powers not to protect the population from deceit but instead take an active role in replacing scientific correctness with political correctness.

Usually, pluralism needs to be considerably damaged for such one-sided action to be feasible; if political competition does no longer work properly, then scientific competition (the be-and-end-all of the scientific method) will be hampered by political pressures; and if this is possible economic competition will also increasingly be restricted, with highly invasive political control of company management and economic policies beholden to the dominant ideology.

One of the most dangerous outcomes of such a distortion of pluralism is that fraudulent evidence is increasingly used to "prove" the urgency of desired policies, which "evidence" is then relied upon by the courts and parliament to ratify and make legally binding measures that are not based on rational corroboration but on ideological preferences, often of a dangerously unrealistic sort.

There are many factors that contribute to such maldevelopments. In Germany, but certainly not only here, highly deficient rational vetting does not encounter noticeable resistance, among other things, due to what I call  folklorisation (of facts and science).
  
Folkorisation of the public discourse

Certain ideas, phrasings, and terms become part of the public mindscape, most notably the conceit that man destroys nature, especially through the processes that have made our species unprecedentedly healthy and wealthy as well as empowering the individual as never before. Oil is filthy, unhealthy and evil. The emissions from chimney stacks are lethal. Industrialisation and urbanisation bring forth extreme levels of extinctions in fauna and flora. And so forth. 

Each subject, meme or notion is perfectly intelligible in its meaning but factually wrong. Folklore transforms the factually wrong however into an indubitable truth in the public mind. It does this by reinforcing traditional pre- and misconceptions, mesmerising repetition, counterfactual oversimplification, use of stereotypes in rites of social reassurance etc.
If you plant a large enough number of such folkloristically "true" untruths in the minds of the population, intellectual vigilance tends to get trumped by powerful ideological preferences; in this way flimsy or false evidence is easily accepted if only it appeals strongly to those preferences, even though it would not pass the test of unprejudiced analysis.

A people, it would seem, can become unable to defend its rational interests in the face of such folklorisation, acting as a major agent of the self destructive developments to which it is forced by virtue of its demotic convictions.

Where this happens, I would predict democracy and, therefore, political competition (including the competition of thoughts and opinions, not only as represented in the mass-reaching media) to be in a bad state as well as the other two pillars of a free society: scientific competition and economic competition. In short, the freedom to take diverging views and action is restricted.

It is the government's duty to support and safeguard agencies (universities, research(ers), government departments etc.) designed to identify and debunk superstition, error and misinformation and thereby provide intellectual protection to the population, enhancing at the same time the powers for critical thinking in the populace.

Deutsche Zusammenfassung: 

Ein Beispiel für die hier beklagte Folklorisierung des politischen Diskurses liefert das Plastik-Verbot der EU.  Das Thema wird übervereinfacht, sodass es in ein grelles Problemmuster passt. Die Ozeane sterben, weil wir Plastiklöffel verwenden. Plastiklöffel verbieten. Natur gerettet, böse umweltfeindliche Menschen besiegt. Klopf Dir auf die Schulter. Doch diese Folklorisierung sorgt dafür, dass Zwischenschritte ausgelassen werden, die unverzichtbar für eine profunde Analyse und vernünftige praktische Behandlung des Themas sind. Welche Auswirkungen hat das Plastik genau? Wie groß ist infolgedessen das Problem überhaupt? Wo tritt es auf? Doch ohne, dass diese und andere Gesichtspunkte beleuchtet werden, verfügt die Politik Maßnahmen, die die Bevölkerung Europas kurzum um Verbrauchsoptionen beraubt und Kosten für unnötige Maßnahmen aufbürdet, hat Europa das Problem doch längst gelöst, weswegen unser Betrag zu Einspeisung von Plastikartikeln in die Meere nicht der Rede wert ist. Doch das folklorisierende Format, in dem das Thema vor der Öffentlichkeit inszeniert wird, verstärkt das falsche Bewusstsein, die vorgegaukelten Probleme seien schwerwiegender als sie es wirklich sind. Auf diese Weise wird eine allgegenwärtige katastrophale Gefahr fingiert, die sich leicht mobilisieren lässt, um die Gesellschaft nach und nach dahin zu steuern, wo man sie haben will (z. B. Abschaffung des Individualverkehrs wie wir ihn kennen, siehe die folkloristische Mär vom tödlichen Diesel).

Selbst in freien Gesellschaften ist es offenbar möglich,  zumindest bestimmte Kernthemen durch politische Steuerung zu vereinseitigen und dahin zu arbeiten, dass folkloristische Vorstellungen die rationale und kritische Wahrnehmung verdrängen. Dies scheint einherzugehen mit Phasen, in denen Pluralismus, Demokratie und politischer Meinungswettbewerb und infolgedessen auch der für echte Wissenschaft konstitutive Wettbewerb ebenso wie der ökonomische Wettbewerb starke Einschränkungen erleiden. Umgekehrt lassen politisch durchgesetzte Manien den Rückschluss zu, dass die drei Säulen der Freiheit erheblich unterminiert worden sind: politischer Wettbewerb, wissenschaftlicher Wettbewerb und wirtschaftlicher Wettbewerb (z.  B. durch Verpflichtung der Unternehmen auf politische Vorgaben wie Energiewende und E-Mobilität).

Euro (8) — Preferential Treatment of Germany, Repression for Italy

Merkel has achieved what Hitler had unsuccessfully endeavoured: Europe's total submission to German interests.

The below comment describes the EU's preferential treatment of Germany and its simultaneous repression of economic growth in other member states. While strictly insisting on Italy meeting the (economically detrimental) Maastricht criteria, the EU is ignoring the fact that — since 2011 — Germany has been violating the EU ruling whereby a current account surplus of more than 6 % of GDP is inadmissible.  

The large current account surplus indicates that German savings are much larger than domestic investments. However recommendations to encourage domestic investments and use fiscal policy to improve demand in Germany so as to reduce economic disparities among EU countries are being ignored.

Germany has supported its export-model by domestic wage repression, deliberately keeping wage growth lower than productivity growth.

It is an open secret that German growth is being supported by debt — incurred by other nations (and, of course, EU's member states). For in Germany three of four sectors, namely households, firms and government are running surpluses, implying that the fourth sector (the export/import sector, i. e. foreign countries) must be running deficits.

At the same time, insisting on the Maastricht convergence criteria (public debt ≤ 60 % of GDP; government deficit ≤ 3 % of GDP), Italy is barred by the EU from boosting her own economy via increased spending.

Little wonder the Italians are outraged.


Merkel hat geschafft, was Hitler erfolglos versucht hatte: die völlige Unterwerfung Europas unter deutsche Interessen.

Dass Deutschland seit 2011 einen Leistungsbilanzüberschuss von mehr als 6% (den erlaubten Wert) des BIP verbucht, und damit gegen die EU-Regeln verstösst, gilt aber allem Anschein nach als Bagatelle.

Der immense Überschuss in der deutschen Leistungsbilanz deutet darauf hin, dass die einheimischen Ersparnisse deutlich höher sind als die Investitionen im Inland.

Kein Wunder, dass der IWF Berlin nahelegt, mit Investitionen und dem Einsatz der Fiskalpolitik dazu beizutragen, die Ungleichgewichte in der Eurozone abzubauen.

Tatsache ist, dass Deutschland das eigene Export-Modell jahrelang mit Lohn-Moderation gestützt hat. Der Lohnzuwachs wurde ständig absichtlich unter das Produktivitätswachstum gedrückt. 

Und es ist ein offenes Geheimnis, dass das deutsche Wirtschaftswachstum von Schulden getragen wird, und zwar von den Schulden des Auslandes.

Denn Deutschlands Wirtschaftssektoren sparen allesamt: private Haushalte, Unternehmen und die öffentliche Hand weisen jeweils einen Finanzierungsüberschuss auf. Und es ist buchhalterisch unumstritten, dass die Rechnung nicht aufgehen würde, wenn sich der vierte Sektor, nämlich das Ausland nicht verschulden würde. 

Italien wird aber untersagt, die eigene Wirtschaft durch erhöhte Ausgaben anzukurbeln. Da stehen die restriktiven Regeln der EU (Maastrichter Konvergenzkriterien) im Wege: 

Die Staatsverschuldung darf nicht 60% des BIP überschreiten. Und das gesamtstaatliche Haushaltsdefizit darf maximal 3% des BIP erreichen.

Es ist vor diesem Hintergrund nicht schwer, die Empörung der italienischen Wähler zu verstehen.

5. As well as redistributing income regionally on a continuing basis, public finance in existing economic unions plays a major role in cushioning short-term and cyclical fluctuations. For example, one-half to two-thirds of a short-term loss of primary income in a region due to a fall in its external sales may be automatically off-set through lower payments of taxes and insurance contributions to the centre, and higher receipts of unemployment and other benefits. If only because the Community budget is so relatively very small there is no such mechanism in operation on any significant scale as between member countries, and this is an important reason why in present circumstances monetary union is impracticable.
This was written in April 1977. So, there had been enough time to devise alternative approaches to intra-European cooperation. But no, the Euro was ratified in 1993 and implemented in 2000 without any consideration of this fatal flaw.

The Eurozone is lacking an effectual mechanism to ensure the sharing of burdens from economic downturns, crises and regressive developments amongst the member states. Also, there seems to be insufficient cultural cohesion and sense of identity among Europeans for them to extend their feelings of solidarity to other parts of Europe. A European living in Munich considers it a matter-of-course to share the burden of a European in Hamburg, but a European in Munich is not happy at all to share the burden of a European in Athens.

Der Mac Dougall Bericht von 1977 warnt ausdrücklich vor einer Währungsunion wie sie 1993 beschlossen und im Jahr 2000 verwirklicht worden ist. Es fehle an einem wirksamen Lastenausgleich, der von wirtschaftlichen Abschwüngen, Krisen und rückläufiger Entwicklung ungleich betroffene Mitgliedsländer zu einer Solidargemeinschaft zusammenschließt, innerhalb derer eklatanter Ungleichheit entgegengewirkt wird. Auf diese Weise wird dafür gesorgt, dass die Unterschiede im Lebensstandard zwischen wirtschaftlich stärkeren und schwächeren Bundesländern kaum auffällig sind. Dies setzt allerdings auch voraus, dass das Territorium kulturell und vom nationalen Selbstverständnis so geschlossen ist, dass der Lastenausgleich als Selbstverständlichkeit wahrgenommen und bereitwillig unterstützt wird. 

Im heutigen Deutschland ist der in Rheinland-Pfalz lebende Europäer gerne bereit, den in Sachsen lebenden Europäer per Lastenausgleich zu unterstützen (kulturelle Geschlossenheit). Doch es scheint nicht so viele in Rheinland-Pfalz lebende Europäer zu geben, die bereit sind, sich in dieser Weise mit in Griechenland lebenden Europäern zu solidarisieren.

You are putting your finger on it. This is what I mean, when I speak of the dumbing down of the population by green mythology ("Ökoverblödung"), a process by which genuine interest in nature is crowded out by the habit of turning the prayer wheels of political correctness, a more convenient but less sincere activity.
